Description
8th Annual SOSO Summit — Lake Tahoe, California
March 22–24, 2027 | Hosted by the High Risk Supervision Institute (HRSI)
Advanced Certification Training for High-Risk Offender Supervision & Investigations
The 8th Annual SOSO Summit is the nation’s premier immersive certification experience for professionals responsible for supervising, investigating, and managing high-risk sex offenders and technology-facilitated crimes. Hosted by the High Risk Supervision Institute (HRSI) against the stunning backdrop of Lake Tahoe, California, this three-day intensive brings together probation officers, parole agents, police, sheriff’s investigators, institutional investigators, task force personnel, ICAC officers, and allied public safety professionals for an unmatched operational training event.
This is not a conference. This is not a seminar. The SOSO Summit is an operationally immersive, hands-on certification experience built entirely around the real-world demands of high-risk offender supervision and investigation — combining advanced field tactics, digital forensics labs, officer wellness, nationally recognized certification pathways, and direct access to cutting-edge technology vendors in one extraordinary setting.
Participants leave equipped with practical tools, deployable skills, professional certification credentials, and a national network of colleagues who understand the work.
Professional Certification Through HRSI
A hallmark of the SOSO Summit is the opportunity to pursue nationally recognized professional certification through HRSI — the only program of its kind in the nation. Certification candidates are trained to nationally relevant investigative standards, operational best practices, and emerging technologies currently shaping the future of high-risk offender management.
Earning your HRSI certification demonstrates advanced competency, elevates your agency’s professional credibility, strengthens defensibility in civil litigation, and reinforces public trust through documented, standardized training. Participants leave with credentials that signal both technical expertise and specialized mastery in one of the most challenging and consequential areas of modern public safety.
Agencies that fail to certify expose themselves to increased liability, dangerous supervision gaps, and unnecessary risk. Certification is not just a credential — it is a documented standard of care.
The Setting: Lake Tahoe, California
The 8th Annual SOSO Summit takes place in the stunning mountain environment of Lake Tahoe, California — one of the most spectacular locations in the American West. The venue provides an exceptional professional environment away from the distractions of daily operations, giving attendees the space and focus needed to truly absorb advanced content, connect with colleagues from across the country, and invest meaningfully in their professional development.
Lake Tahoe has long served as a destination for serious professional retreats — and the SOSO Summit leverages that setting intentionally. Officers who attend leave recharged, reconnected to their mission, and better equipped for the road ahead.
Three Days. Three Pillars. One National Standard.
Day One — Containment, Compliance & High-Risk Supervision Operations
Day One establishes the operational foundation of effective high-risk offender management. The curriculum covers containment strategies, sex offender registration compliance, search and seizure considerations, investigative coordination, field intelligence gathering, interagency communication, and practical supervision tactics proven to reduce recidivism and improve community safety outcomes.
Attendees participate in discipline-specific breakout tracks tailored for probation and parole professionals and law enforcement investigators — allowing each discipline to focus on the operational realities unique to their assignments while still building the cross-agency collaboration that defines effective high-risk supervision networks.
The curriculum emphasizes realistic case-based learning, legal defensibility, offender accountability, and the modern behavioral patterns being documented across the United States today. Participants gain practical insight into operational decision-making, investigative prioritization, and field-proven techniques from some of the most experienced practitioners in the industry.
Day Two — Hands-On Computer Forensics & Digital Investigations
Day Two delivers one of the most sought-after and highly praised components of the SOSO Summit: intensive, hands-on computer forensics and digital investigation labs powered by industry-leading technology partners and forensic vendors.
Officers don’t just watch demonstrations. They work directly with real forensic tools and investigative platforms — performing realistic exercises involving mobile device analysis, social media investigations, internet history review, open-source intelligence collection, online offender behavior identification, digital evidence triage, and investigative workflow development.
The curriculum is built for the field — not the lab. Officers leave with straightforward, powerful, immediately deployable forensic solutions that can enhance investigations and supervision operations regardless of agency size or budget. Participants gain direct exposure to methodologies that improve investigative efficiency, strengthen evidentiary collection, and help officers understand the rapidly evolving digital landscape shaping modern offender behavior.
Day Three — Officer Wellness, Safety & Career Sustainability
Day Three confronts one of the most important — and most neglected — areas in law enforcement and community supervision: the long-term wellbeing, tactical safety, and career sustainability of the officer.
This is not generic wellness messaging. SOSO Summit Day Three delivers honest, field-tested strategies from instructors and guest presenters who have lived the operational realities officers face daily. Content covers practical management of chronic stress, secondary trauma, burnout, manipulation exposure, operational fatigue, and high-risk contact safety — alongside tactical awareness, situational preparedness, and communication strategies built for the realities of specialized supervision assignments.
The Summit concludes with certification examination opportunities, capstone debrief sessions, and structured professional networking — connecting participants with colleagues, subject matter experts, technology partners, and HRSI staff for continued engagement beyond the event. Officers leave not just credentialed, but connected to a growing national network of professionals committed to raising the standard in high-risk offender supervision.
Officers who can sustain their careers, protect their mental health, and return home safe every day are the foundation of effective long-term public safety. Day Three exists because that truth matters.
Cutting-Edge Technology & Vendor Demonstrations
Throughout all three days, attendees gain direct access to cutting-edge technology vendors, investigative platforms, monitoring tools, and emerging public safety solutions currently being deployed across the country. Participants interact directly with software developers, forensic examiners, analysts, investigators, and operational leaders who understand the real-world challenges agencies face managing high-risk offenders in today’s environment.
The Summit environment is intentionally collaborative — designed for professionals actively working difficult caseloads, specialized assignments, and complex investigations in both urban and rural jurisdictions. Officers leave with valuable industry contacts, practical resources, and a dramatically expanded understanding of technologies capable of improving operational effectiveness immediately upon return to the field.
Specialized Guest Speakers & Subject Matter Experts
The 8th Annual SOSO Summit features nationally respected guest speakers and subject matter experts drawn from digital forensics, officer wellness, sex offender registration enforcement, online investigations, containment strategy, behavioral analysis, and field supervision leadership. These presenters bring decades of active investigative experience, major case management, forensic examination, and public safety leadership to every session.
Attendees benefit from direct interaction with experts who do not just study the work — they live it. This unique learning environment delivers practical insight, emerging investigative trends, advanced technology exposure, and field-tested strategy that goes far beyond what any traditional classroom can provide.

Why the SOSO Summit Sets the National Standard
“Certification isn’t just a credential — it’s a safeguard. It legitimizes the work, empowers officers with essential tools, reduces agency liability, strengthens public trust, and ensures officers return home safe.” — High Risk Supervision Institute
Agencies nationwide are implementing formalized certification standards to reduce liability, close supervision gaps, and demonstrate professional due diligence. The SOSO Summit — and HRSI certification — represent the documented, nationally recognized standard that agencies need before the critical incident, not after it.
Eight years in, the SOSO Summit has become the destination training event for the nation’s most dedicated high-risk supervision professionals. The 8th Annual Summit in Lake Tahoe continues that tradition at the highest level yet.
